Report on the Birth of Filipino Citizens Living Overseas

The Report of Birth serves as an official declaration of a Filipino child's birth that occurs overseas. Here’s a guide on how to report the birth of a child of Filipino descent overseas. Let’s go!

Report within a year

To avoid any additional requirements, it is important to register your child's birth promptly within one year of their birth with the Consulate and the Office of the Civil Registrar General in Manila.


Who can file a Report of Birth
  • When both parents are Filipino citizens and the child is born abroad. 
  • When one parent is a Filipino citizen. 
  • Take note: If you were a Filipino citizen at the time of your child’s birth, the child is automatically classified as a “dual citizen at birth,” allowing you to report the birth to the embassy.


Eligibility for Filing the Report of Birth for US Citizens

  • If the Child was Born Before 17 January 1973: The father listed on the US birth certificate was a Filipino citizen at the time of the child's birth. 
  • If the Child was Born On or After 17 January 1973: At least one parent mentioned on the US birth certificate was a Filipino citizen at the time of the child's birth. 


Where to File for Report of Birth

Depends on your location, for us we filed at the Philippine Consulate General in Los Angeles California. Take note that they only accept reports of births if you’re residing in:

1. Southern California

2. Southern Nevada (Clark, Lincoln and Nye Counties)

3. Arizona

For other US States: Report the birth of a Filipino in another U.S. state
For information about Philippine Embassies and Consulates around the globe.


What are the needed requirements?

Everything you need to know is on the website, always check for updates. For us, these were the needed forms and certificates, always make sure all your original documents have four photocopies.

1. Four (4) Report of Birth Forms - Needs to be notarized by a notary public.

2. Child's original birth certificate and 4 photocopies

3. Parents' original marriage certificate and 4 photocopiesIssued by PSA (Philippine Statistics Authority)

- If married outside of the Philippines, the marriage certificate must be obtained from the civil registrar in the country where the marriage occurred.

- The document must be translated into English. Provide four photocopies of the English Translated Certificate. Submit the original foreign marriage certificate and four photocopies of it.

4. Parents' birth certificates and 4 photocopiesIssued by PSA (Philippine Statistics Authority)

- If the birth took place outside the Philippines, the certificate must be obtained from the civil registrar in the country where the birth occurred.

- The document must be translated into English. Provide four photocopies of the English Translated Certificate. Submit the original foreign marriage certificate and four photocopies of it.

5. Parents' valid ID and 4 photocopies 

- Example: PH or US passport, PH national ID, state ID, driver’s license, etc.

6. Proof of Filipino parent's/s' citizenship at the time of child's birth (

- Example: Dual Citizenship, US Naturalization Certificate, Permanent Resident card/Green card, US Visa: b1/b2, k1, j1, etc.

7. Child’s passport (if available) and 4 photocopies

8. Application fee of 25 USD postal money order/cashier's check payable to "Philippine Consulate General."

9. Documents must be sent by Priority mail with a tracking number via USPS or UPS. Self-addressed and stamped legal-size mailing envelope.

10. New requirement: letter request signed by the informant with contact details, including your mobile number and email address.


If filing late for the Report of Birth

We filed my baby’s report of birth late, so we have to sign a document and have it notarized. It's a good thing that they have a notary office at the Philippine Embassy, and you just have to pay 15 USD per document.


How to send your application forms?

There's only one way and that is by mail. You have to mail your forms and certificates to the Philippine Embassy.

Where to buy a USPS/UPS Envelope?

The application forms must be mailed to the Philippine Embassy. After we notarized our documents, we bought our USPS envelope at the Philippine Embassy, which is in the same office just across the hall.

Make sure that your UPS/USPS envelopes come with a “return mail label.” This label is essential for them to send back the original certificates and approve the application form.


Application Timeline

I mailed our application via USPS on March 30. According to our USPS tracking number, the Embassy received our documents on April 1. However, since I did not receive a confirmation from the embassy regarding the receipt of our documents, I reached out to them via email on May 4. They responded on May 6. To ensure everything was in order, I recommend emailing the embassy for confirmation, as they mentioned in their replies that they are currently experiencing delays due to the high volume of applications.

On May 12, I received a return mail from USPS confirming that our report of birth was approved, which was a wonderful coincidence since it was Mother’s Day. Overall, it took over a month to have our report of birth officially filed with the embassy.
